other military accounts payable by the State shall be audited
by the Adjutant General. Military accounts thus audited shall
be paid by the Treasurer of the State from a proper appropria-
tion made by the Legislature, upon the warrant of the Adju-
tant General, under and by direction of the Governor and Com-
mander-in-Chief.

Section XXI. The Maryland National Guard shall con-
sist of a Brigadier General; Adjutant Generals Department;
Inspector General's Department; Ordnance Department;
Quartermaster's Corps (consolidating as at present organized
the Quartermaster's Department, the Subsistence Department,
and the Pay Department); Judge Advocate General's Depart-
ment; Medical Department; Engineer Corps, Signal Corps;
Coast Artillery Corps; Infantry, Cavalry, Field Artillery, the
existing military organizations and the Naval Brigade. The
organizations authorized by this Section shall constitute a
Brigade and a Naval Brigade, to consist of such tactical units
officered and with an enlisted strength as may be determined
in the manner provided for in this Article. The Governor
shall have power in case of war, insurrection, invasion or im-
minent danger thereof, to increase the force herein provided
for and to organize the same as the exigencies of the service
may require. The Governor shall have power at any time to
change the organization of regiments, battalions, troops, bat-
teries, companies, divisions, corps or departments so as to con-
form to any organization, system of drill or instruction, now
or hereafter adopted by the Army or Navy of the United
States; and for that purpose the number of officers and en-
listed men of any grade or regiments, battalions, troops, bat-
teries, companies, divisions, corps or departments may be in-
creased or decreased to the extent made necessary by such
change; Provided, that commissioned officers who shall become
surplus may be relieved from active duty and placed upon the
Unassigned list, and shall be available for detail to active duty
at the pleasure of the Governor.

Section XXII. The Governor as Commander-in-Chief by
executive order shall fix the number of officers and enlisted
men that shall compose the strength of the several departments,
corps and tactical units of the Maryland National Guard, pro-
vided, however, that in time of peace the minimum enlisted
strength of a company, troop, battery, or division shall not be
less than forty men.
