nent President of the Council and in his absence elect a presi-
dent pro-tem.

145. And be it enacted, That at the time of the appoint-
ment, of the several officers mentioned in the preceding Section
the Mayor shall appoint, subject to confirmation by the Coun-
cil, an attorney to the Mayor and Council, to be known as the
"City Solicitor. " He shall be a member of the bar of the
Circuit Court for Wicomico County, who has resided and prac-
ticed. his profession in the City of Salisbury for not less than
one year immediately preceding his appointment, and he
shall receive a salary of four hundred dollars per annum.
The City Solicitor shall be the legal adviser of the Mayor and
Council of Salisbury, and shall have general supervision and
direction of all legal business of the City.

He shall have charge of the preparation and trial of all
suits, actions and proceedings of every kind to which the City
shall be a party in any Court,, State or Federal, or before any
Justice of the Peace and of all actions brought to enforce the
ordinances of the Mayor and Council of Salisbury or to punish
violations thereof, And he shall personally participate in the
trial of all such suits, actions and proceedings in any Court
or before any Justice of the Peace of this State or in any
Federal Court. And he shall personally participate in all such
suits, actions and proceedings in all other Courts when he is
instructed in writing by the Mayor so to do. And he shall dis-
charge such other duties as may from time to time be pre-
scribed by ordinances not inconsistent with this Act. And he
shall receive extra compensation for any extra and special ser-
vices and for suits in the State or Federal Courts.

149. And be it enacted, That at the first regular meeting
in July, 1916, and at the same time every second year
thereafter the Mayor shall appoint, subject to confirmation by
the Council, one person, a resident and qualified voter of this
City, riot a member of the Council, to act as Clerk to the Coun-
cil, Collector of City Taxes and Treasurer, who shall be the
same person, and whose term of office shall be two years and
until his successor is duly qualified. The said officer to receive
a salary of one thousand dollars per year, and he shall perform
all the duties imposed on him by law or ordinances of the City,
and shall be called "Clerk of Salisbury. "

158-C. And be it enacted, That the Council shall, on or be-
fore the first day of October annually levy upon the assessable
