an amount not less than one dollar and no more than twenty-five
dollars for each offence. Any person arrested under this sec-
tion shall have the right to appeal to the Circuit Court for
said Somerset County for trial, and all fines collected under
this section shall be paid to the said County Commissioners and
by them applied to the general road fund of the county.
SEC. 2. And be it enacted, That any law or laws, or part
or parts of any law or laws, heretofore enacted and affecting or
pertaining to the County Commissioners or roads and ditches
in said Somerset County, be and the same are hereby saved
and shall remain in full effect and force, except so far as the
same or any of them may be repealed by or may be inconsist-
ent and in conflict with the provisions of this Act.
SEC. 3. And be it enacted, That this Act shall take effect
from the first day of June, Nineteen Hundred and Sixteen.

CHAPTER 261.
AN ACT to authorize and empower the County Commissioners
of Cecil County to have the Public Local Laws of Maryland,
relating to Cecil County, codified and printed and to pro-
vide for the payment of the same.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the County Commissioners of Cecil County be,
and they are hereby authorized and empowered, at their dis-
cretion, to have the Public Local Laws of Maryland, relating
to Cecil County, codified and printed and to provide for the
expense of the said work in any subsequent annual levy.
SEC. 2. Be it further enacted, That two competent persons,
who are active practitioners and members of the Cecil Bar, shall
be employed for said work and after the names of said two
persons, shall have been recommended to the said County Com-
missioners by the Circuit Court for Cecil County as competent
persons to do said work.
SEC. 3. Be it further enacted, That the County Commis-
sioners shall advertise for bids for printing said codified Public
Local Laws in the same manner as with other public County
work and shall only award said printing to the lowest res-
