notes and the interest thereon are paid; said taxes so to be
assessed to be a lien upon the property of the person so assessed
and to be collected as county taxes are now collected by law.

SEC. 5. The County Commissioners of Baltimore County
may from time to time establish just and equitable annual
charges for the use of the sewers aforesaid which shall be paid
by every person who enters his particular sewer or sewage
drain therein.

The money so received may be applied to the maintenance
or repair of such sewers or of any debt contracted for the con-
struction, establishment or repair thereof.

SEC. 6. And be it further enacted, That nothing in this
Act shall be taken or construed to abate, terminate or in any
other manner affect any proceedings which have been conducted
and carried on under the provisions of Chapter 157 of the
Acts of 1912 as amended by Chapter 804 of the Acts of 1914
or the Rules and Regulations adopted by the County Commis-
sioners of Baltimore County in pursuance of such Acts as
contained in Appendix B of the Code of Public Local Laws of
Baltimore County of 1915, compiled by T. Scott Offutt, but
such proceedings begun thereunder and which are pending at
the passage of this Act shall be prosecuted and concluded
under the provisions of this Act.

SEC. 7. And be it further enacted, That the owners of land
not assessed, and not liable to be assessed for the construc-
tion and establishment of any sewerage system constructed and
established by the County Commissioners of Baltimore County,
may use such sewerage system for the disposal of the sewage
from such land only on payment of such reasonable amount to
the County Commissioners as they shall determine to be reason-
able and just for such privilege and connection, and all monies
so received may be applied to the reduction of any debt or the
interest thereon incurred on account of the construction of said
sewerage system or the establishment thereof.

SEC. 8. And be it further enacted, That whenever it shall
happen that in the judgment of the County Commissioners of
Baltimore County the public health or safety requires that
any property or territory not connected with any public Coun-
ty Sewerage System, and which has not been assessed for spe-
cial benefits for the construction of any public County Sewer,
should be required to connect with an existing sewer, they
