tures. Said revised detailed estimate together with the new rate
of taxation, shall be published twice in a newspaper pub-
lished in Montgomery County, and the adoption of the
said revised detailed estimate shall thereby be and become the
appropriation of the respective amounts for the respective pur-
poses therein stated, and the Council shall not audit, nor shall
the Clerk draw or sign any check in payment of any claim,
unless an appropriation therefor shall have been duly made in
accordance with this Act, and said check shall be countersigned
by the Mayor of said town. The Council shall annually prepare
and publish not later than the first day of June in each year, a
parallel statement of the appropriation and the expenditure
under said appropriation of the funds of the town. The Coun-
cil shall also cause to be made from time to time during the said
three-year periods, assessments of improvements made and of
other property not contained in the general assessment list, and
they shall make such other provisions as may in their judgment
be necessary to carry into full force and effect the assessment
herein provided for.

The Mayor and Town Council are authorized from time to
time to incur corporate indebtedness for the purpose of acquir-
ing lines of fire hose, fire apparatus, municipal building, or
buildings, or any of them, or to make any other public improve-
ment for municipal purposes within said town, as said Mayor
and Town Council may determine, said debt so incurred to be
paid, or the evidence or evidences of indebtedness redeemed, as
the case may be, with the payment of such annual interest, not
exceeding six per cent, per annum, as may be contracted to be
paid, from the annual revenues of said Town of Kensington
without increase of the municipal tax of said Town of Kensing-
ton as now provided for by law, provided, however, that any
indebtedness so incurred, together with any outstanding in-
debtedness theretofore incurred under this authority, shall at
no time exceed a sum greater than one per cent, of the assessed
valuation, real and personal, of said Town of Kensington as the
same appears on its assessment and levy books.
