of the Delaware and Chesapeake Railroad Company, now occu-
pied by them for passenger station, freight house and sheds,
flower grounds and ornamental purposes.

SEC. 5. And be it further enacted, That the government of
said town shall be vested in and enforced by three commis-
sioners who shall be elected by the inhabitants of said town
qualified to vote for Delegates to the General Assembly; the
said Commissioners shall be at least twenty-five years of age
and payers of taxes on the assessed value of at least five hun-
dred dollars worth of property, subject to municipal taxation,
and shall have resided at least two years within said town.
At the election for Commissioners to be held in April, 1917,
the Commissioner receiving the highest number of votes shall
hold office for a period of three years, the one receiving the
next highest number of votes shall hold office for a period of
two years and the one receiving the next highest number of
votes shall hold office for a period of one year, and if at said
election there should be a tie between two or more candidates
with the highest number of votes, the one to hold office for three
years shall be publicly determined by lot, after due notice to
the parties interested, by the Judges of Election; and if at
said election there should be a tie between two or more candi-
dates with the next highest number. of votes, the one to hold
office for two years shall be publicly determined by lot after
due notice as aforesaid; and if at said election there should be
a tie between two or more candidates with the next highest
number of votes, the one to hold office for one year shall be
publicly determined by lot after due notice as aforesaid. At
the election to be held in April, 1918, there shall be one Com-
missioner elected for a period of three years and one Commis-
sioner for a like period each year thereafter. Said election
shall be held annually on the fourth Monday of April at such
place in said town as shall be designated by the Commissioners
between the hours of two and five o'clock P. M. The Commis-
sioners shall give at least two weeks' notice of the election in
one or more newspapers published in Caroline County, and by
such other means as they may elect; and they shall appoint
three Judges of Election, the Judges shall keep a record of the
persons voting and the persons voted for, and the persons hav-
ing the highest number of votes shall be declared duly elected;
the Judges of Election shall notify the persons elected of their
election, and the persons so elected shall severally hold their
respective offices from the second Monday of May next ensuing
