SEC. 9. And be it further enacted, That this Law is here-
by declared to be an emergency law, necessary for the imme-
diate preservation of the public health and safety.

SEC. 10. And be it further enacted, That this Act shall
take effect from the date of its passage.

Approved March 27th, 1916.

CHAPTER 104.

AN ACT to enable the registered and qualified voters of Wash-
ington County to determine by ballot whether or not spirit-
uous, fermented, malt, vinous, alcoholic or intoxicating
liquors shall be manufactured, bartered or sold, given away
or otherwise disposed of in Washington County, providing
for the resubmission of said question to the registered and
qualified voters of said County at any time after the ex-
piration of forty-two (42) months from the date of an elec-
tion on this question, and providing penalties for the viola-
tion of the provisions of this Act and suspending the opera-
tion of any laws or parts of laws inconsistent with the pro-
visions of this Act.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the Supervisors of Elections of Washington
County, upon the filing in their office of a petition containing
the signatures of those entitled to vote at the next general
election held in Washington County in number not less than
one-fourth of the total vote cast in said County at the last
election therein, requesting the submission of the proposition,
"Shall the sale of intoxicating liquors be licensed in Wash-
ington County, " the said Board of Supervisors of Elections
shall order a special election to be held at a date, to be named
by them, not lees than sixty (60) days nor more than eighty
(80) days from the date of filing of said petition to submit the
said question; or, if a regular election is held in said County
within the sixty (60) and eighty (80) days limit aforesaid,
then the question shall be printed upon the ballot in a separate
column after the names of candidates; of which election not
less than three weeks' notice shall be given by the Supervisors
of Elections for said Washington County in at least two news-
papers published in the said County, and also by printed hand-
bills containing said notice to be posted at the most public
