and 20, of said Allegany County, and provide for the regis-
tration of new voters in said new District, and to do all things
necessary and requisite to have elections held in said new Dis-
trict No. 29, as is required under the General Laws of the
State of Maryland.

SEC. 3. And be it enacted, That this Act shall take effect
from the first day of June, 1916.

CHAPTER 103.

AN ACT authorizing, empowering and directing the County
Commissioners of Dorchester County, in the State of Mary-
land, to issue coupon bonds to the amount of one hundred
and twenty thousand dollars ($120, 000. 00) for the purpose:
of paying the floating indebtedness of Dorchester County,
and to levy and collect taxes in said County for the payment
of said bonds and interest thereon.

WHEREAS, during a number of years past the different
Boards of County Commissioners for Dorchester County have
incurred obligations and become indebted in various sums of
money for the payment of which there have been deficiencies,
in revenue and the said deficiencies in revenue have been car-
ried over from year to year and have accumulated to a sum
of one hundred and twenty thousand dollars, and whereas the
Board of County Commissioners desire to inaugurate a differ-
ent and more efficient system of finance for Dorchester County,
and in order to do so, it is necessary to liquidate the floating
indebtedness of the County.

SECTION 1. Be it enacted by the General Assembly of
Maryland, That the County Commissioners of Dorchester
County, in the State of Maryland, be, and they are hereby
authorized, empowered and directed to issue coupon bonds to
the amount of one hundred and twenty thousand dollars or so
much thereof as may be necessary for the purpose of paying
and liquidating the floating indebtedness of Dorchester County.

SEC. 2. And be it further enacted, That the said County
Commissioners be and they are hereby authorized, empowered
and directed to issue the said bonds in the denomination here-
inafter provided; the same to be signed by the President of the
