vehicular traffic, motor vehicles included, provided such regu-
lations do not involve any charge of any kind for the use of
their highways, other than reasonable charges for the parking
of vehicles within spaces set aside exclusively for parking pur-
poses in congested sections, and this provision shall not be
deemed as repealed by any act hereafter passed unless this pro-
vision is expressly referred to and repealed in terms, or some
other clear evidence given of an intent on the part of the
General Assembly to change the policy of the State herein
declared; and provided further that nothing in this section
contained shall be taken to apply to any subsequent or con-
temporaneous act of the General Assembly of Maryland itself
altering the charges to be made for the registration or operation
of motor vehicles engaged in the business of common carriers,
or placing such in a special class for regulation in other re-
spects.

Nothing in this sub-title shall be taken in any way to add to
or detract from the right of any person injured in his person or
property by the negligent operation of a motor vehicle to sue
and recover damages as in the case of the negligent use of
operation of other vehicles and the violation of any provision
of this sub-title shall not be taken to give any right of action
to any individual who would not be entitled to the same in the
absence of such provision.

Definitions.

134. Whenever the term "motor vehicle" is used in this
sub-title, except when otherwise expressly provided, it shall be
taken to include all vehicles, including motor bicycles or motor-
cycles, propelled by any power other than muscular power,
except such vehicles as run only upon rails or tracks. The term
"local authorities" shall include all officers of counties, cities,
towns or villages, as well as all boards, committees and other
public officials of such counties, cities, towns or villages. The
term "State" as used in this sub-title, except when otherwise
expressly provided and except in section 146, shall also
include the territories and federal districts of the United
States. The term, "owner" shall include any person, firm,
association or corporation owning a motor vehicle, or having
the exclusive use thereof, under lease, hiring or rental thereof,
or otherwise. The term "dealer" shall be taken to include all
individuals, firms or corporations actively engaged in the busi-
ness of buying, selling or exchanging motor vehicles, and who
have an established place of business. The term "chauffeur"
