wood or anything else concealed in his load, or shall in any
manner change the condition of his cart or wagon with a
fraudulent intent, he shall forfeit and pay for each and every
such offense the sum of five dollars upon conviction thereof
before any Justice of the Peace, to be recovered in the manner
that small debts are now recovered.

Section 358. Said scales shall be adjusted at least once in
every six months by the standard for weights for the city of
Baltimore, the expenses of which adjustment shall be paid by
the inspector.

Section 359. The County Commissioners shall be relieved
from the care of the roads, streets and alleys within the cor-
porate limits of the City of Havre de Grace, and the care of
the same shall be transferred to the Mayor and City Council of
Havre de Grace; and in consideration of said transfer all the
property within the corporate limits of said City shall here-
after be exempt from taxation for public, district or county
road purposes outside of said corporate limits; but nothing in
this section contained shall be construed as preventing or pro-
hibiting the said County Commissioners of Harford County
from making appropriations out of the general levy of the
county for the use of the corporation of Havre de Grace or
from levying for the same.

Section 360. No person in Havre de Grace shall obtain a
license for the sale or barter of spirituous or fermented liquors
in any quantities whatever, except such as shall be qualified as
hereinafter provided, and be a regular hotel keeper; and any
person who may keep a house for the reception of guests, or of
permanent or transient boarders, containing at least three
chambers more than are needed for his family purposes, and
are used for the reception of guests or boarders, containing
therein for use at all times at least four good beds, with suffi-
cient covering therefor, and having a stable sufficient for the
accommodation of six or more horses, shall be deemed a hotel
keeper within the meaning of this sub-title of this article.

Section 361. Any person who has been a bona fide resident
of Havre de Grace for the period of two years next preceding
the application hereinafter provided for, who shall desire to
take out a license for the sale or barter of spirituous or fer-
mented liquors in any quantity whatsoever, shall file with the
Clerk of the Circuit Court for said county a petition in writ-
ing, signed by himself and at least five freeholders who have
been such for a period of two years prior to the time of so
