to them under Section one hundred and ninety-two of Chapter
one hundred and eighty of the Acts of eighteen hundred and
ninety, and the purchasers and holders of said bonds shall have
the right to rely and insist upon said security pledged to them
until the said bonds are fully paid.

Section 310. They shall have power and authority to con-
struct wharves at the end of such streets as extend into the
river; to rent or lease the same, and determine upon and regu-
late all matters relating to the erecting or building of said
wharves; and to regulate the moving of rafts, arks, and boats
and floats anchored in front of said City, to the obstruction of
navigation or the health of the citizens.

Section 311. They shall have power to lease or rent for a
term of years not exceeding ten years, the bed of any street,
or parts of streets, in the unimproved portion of the said City
of Havre de Grace, to the owners of property lying adjacent
to the said bed of said street; provided, that no lease shall be
granted to the bed of any of said streets whereby the rights
of any person owning property on any of said streets are inter-
fered with; nor shall the bed of any of the said streets be
leased, by which convenient access with carriages or other
vehicles to or from any cemetery may be interfered with,
unless the authorities of the church to which said cemetery
belongs shall first assent to the leasing of the same; nor shall
the bed of any of said streets leading to any wharf be leased,
unless the owner or renter of said wharf shall first assent to
the leasing of the same.

Section 312. It shall be the duty of the City Treasurer,
as soon as the annual levy of taxes is made and placed in his
hands, to give notice thereof in the several newspapers pub-
lished in said City, stating the time after which no discount
will be allowed on taxes, the time from which taxes bear inter-
est, and warning all taxpayers of their liability to be pub-
lished as delinquent taxpayers, and to have their property
sold, unless the taxes with which they are charged are paid on
or before the first day of January next ensuing. He shall also
immediately after the receipt of the levy as aforesaid, make
out the bill of each taxpayer, to which a similar notice shall
be annexed, and upon application shall forward the bill by
mail or otherwise to the person or his agent to whom taxes
have been assessed.

Section 313. Immediately after the first day of January
in each year the City Treasurer shall make up a list of all
