be a law in like manner as if he had signed it; the passage of
all ordinances shall be by "yeas and nays, " entered on the
journal of said Council, and a majority of all members elected
to said body shall be necessary to pass any ordinance.

Section 302. The City Council shall meet on the first Mon-
day in each month, so long as may be necessary, and shall pro-
vide by ordinance for extra sessions whenever they may deem
the public good requires it; they shall receive for their services
at the meetings herein provided for, the sum of two dollars
per day; provided, that the amount so to be paid to each Coun-
cilman shall not exceed the sum of thirty dollars in any one
year.

Section 303. All vacancies in the City Council shall be
filled without delay, by special election, the time thereof to be
fixed by ordinance; and in case cf a vacancy in the office of
Mayor, a new election to fill the said vacancy for the unexpired
term shall be ordered without delay.

Section 304. The Mayor, on conviction in a court of law
of wilful neglect of duty or misbehavior in office, shall be re-
moved from office by the Governor of the State, and a successor
shall thereafter be elected as in a case of vacancy.

Section 305. The Mayor, by and with the advice and con-
sent of the City Council, shall annually on or before the first
Monday of June appoint a competent person, a resident and
legal voter of said City, to be Bailiff of said City, who shall
hold his office until the first Monday of June following his.
appointment and until the qualification of his successor, unless
sooner removed as authorized by law.

The Bailiff shall enforce the ordinances of said City, and
shall perform such other duties as are now or may hereafter
be prescribed by the laws relating to said City and by the ordi-
nances thereof, and he shall have all and the same powers and
functions, civil and police, that Constables of Harford County
now have or may have hereafter, and shall give bond to the
State of Maryland executed by a surety company, to be ap-
proved by the Mayor, in the sum of Two Thousand Dollars
for the faithful performance of his duties as Bailiff and Con-
stable, and the premium for said bond, if any there be, shall
be paid out of the City Treasury.

Section 306. The Mayor by and with the advice and consent
of the City Council, shall annually on or before the first Mon-
day of June appoint a competent person skilled in accounts, a
taxpayer and a qualified voter of said City, and not less than
