1456 LAWS OF MARYLAND. [CH. 680

nineteen hundred and three, the Board of Supervisors of Elec-
tion for said City are hereby authorized and empowered to
appoint the necessary Judges and Clerks to conduct said elec-
tion. Such appointments shall be made not less than one week
before the date of said special election, and the persons so
appointed as such Judges and Clerks shall have the qualifica-
tions hereinbefore prescribed. And the Board of Supervisors
of Election shall promptly fill any vacancy that may be occa-
sioned by the death, resignation, removal from the City, or re-
fusal to serve of any Judge or Clerk of Election appointed by
them.

Section 284. Before entering upon the discharge of their
duties each Judge and Clerk of Election shall take and sub-
scribe before some Justice of the Peace of Harford County
the following oath of office: —

"I,.................. residing in the City of Havre de

Grace, do solemnly swear (or affirm) that I am a legal voter
of the City of Havre de Grace; that I will support the Con-
stitution of the United States, and that I will be faithful and
bear true allegiance to the State of Maryland, and support the
Constitution and Laws thereof; and that I will faithfully and
impartially discharge the duties of Judge (or Clerk) of Elec-
tion for the City of Havre de Grace according to the best of
my ability. "

And the said Judges and Clerks shall have all the powers
and be subject to all the penalties provided by law for Judges
and Clerks appointed for State and County Elections, and
they shall receive such compensation as the Mayor and City
Council may prescribe.

Section 285. It shall be the duty of the Board of Super-
visors to provide a polling place in said City, and to cause the
same to be properly fitted up, warmed, lighted and cleaned.

And in no case shall an election be held in any building or
part of a building used or occupied as a saloon, hotel, pool
room, billiard hall or bowling alley, or communicating there-
with by doors or hallways. If no suitable place is found, the
Supervisors shall provide one.

Section 286. Said Board of Supervisors shall give at least
ten days' notice of all the City Elections by advertisement in
two newspapers if so many be published in said City, and by
hand-bills posted in at least six public places in said City.
The said Board shall make all necessary rules and regulations
not inconsistent with law for the conduct of elections to be
