45. All laws or parts of laws, general or local, inconsistent
with the provisions of this Act are hereby repealed.

46. All fines and penalties and forfeitures imposed by
this sub-title of this Article, or any ordinance of the commis-
sioners, may be collected in the name of the Commissioners
of Aberdeen before any justice of the peace in the same man-
ner as small debts are collected, and the delinquent shall stand
committed to the county jail until the same are paid with
costs.

47. That justices of the peace of Harford County, resident
in the town, are hereby declared to be conservators of the
peace of the town, and it shall be their duty to order the
arrest of any person found by them breaking the peace or
disturbing the quiet and order of the town, or violating any
of the ordinances made by the commissioners for securing the
safety of the property or the lives of the inhabitants of the
town, and upon complaint made before them, of the violation
of any ordinance of the said town, shall issue process in the
name of the commissioners of Aberdeen, to recover fine or
penalty imposed for the violation of such ordinance against
the party offending, and may hear and determine the matter
as any case arising under the laws of this State, and shall
receive the same fees therefor.

48. The commissioners for the county, justice of the peace,
sheriff, constable and all other county and State officers shall
have, hold and exercise their offices in the jurisdiction of said
town, provided, that all the property within the corporate
limits of said town shall hereafter be exempt from taxation
for public, district or county road purposes outside of the said
corporate limits.

49. That the commissioners of said town shall have the
same powers that are now exercised by the health board of
this State, restricted, however, to the limits of the town.

50. The commissioners shall have the power to regulate
privies and to regulate the character of boxes or other fixtures
for them, and the mode in which they shall be emptied and
their contents removed, and shall prohibit the construction or
maintenance of privy sinks, cess-pools or other deposits of filth
within the said corporate limits.

51. The said Commissioners of Aberdeen are authorized
to supply the said town and the inhabitants with pure water,
and for that purpose shall have full and ample power to ac-
quire, possess, own and use all such lands, water rights and
