title "Cumberland, " as enacted by the Acts of 1910, Chapter
306, be and the same is hereby repealed and re-enacted with
amendments, so as to read as follows:

116. Said Mayor and City Council shall have full power
and authority to establish and maintain a Police Department,
to be composed of a Chief of Police and Assistant Chief of
Police, and such number of patrolmen or policemen as said
Mayor and City Council may by ordinance deem necessary,
said officers and members of said Police Department to be ap-
pointed and their duties to be fixed, defined and regulated as
hereinafter provided; and shall also have power and authority
to establish and maintain a Fire Department, to procure fire
engines and other apparatus for the extinguishment of fires
and provide engine houses for keeping and preserving the
same, and said fire department shall be composed of a Chief
of the Fire Department, and such number of firemen as the
said Mayor and City Council may deem necessary, the officers
and members of said fire department to be appointed and their
duties to be fixed, defined and regulated as hereinafter pro-
vided.

The Mayor and City Council at their first meeting in the
month of June, 1916, shall appoint three Civil Service Com-
missioners, one of whom shall hold office until the first Monday
in April, 1918, one until the first Monday in April, 1920, and
one until the first Monday in April, 1922, and on the first
Monday in April, 1918, and on the first Monday in April
biennially thereafter, shall appoint one Civil Service Com-
missioner to serve for a term of six years, so that the said
Board of Civil Service Commissioners shall always consist of
three members.

The Chairman of the Commission for each biennial period
shall be the member whose term first expires. No person,
while on the said commission, shall hold or be a candidate for
any office of public trust. Two of said members shall consti-
tute a quorum to transact business. The commissioners must
be citizens of Maryland and residents of the city for more
than three years next preceding their appointment.

The Council may remove any of the said commissioners
during their term of office for cause, four councilmen voting in
favor of such removal, and shall fill any vacancy that may
occur in said commission for the unexpired term. The City
Council shall provide a suitable room in which the said Civil
Service Commission may hold its meetings. The city clerk
