pend the same in such a manner as will, in their judgment,
best promote the development of the agricultural interests of
the State of Maryland. They shall render annually to the Gov-
ernor of the State a detailed statement of all funds received
from the State and all other sources, and also of all expendi-
tures made by them and the specific objects for which sums
were expended. They shall make no appropriation unless they
have funds on hand to meet the same. The members of the
said Council shall be jointly and severally liable for the pay-
ment of any debt created by the Council in the absence of
funds in the treasury to meet such obligation; nor in any event
shall a debt be contracted except by the concurrent vote of a
quorum of the Council.

SEC. 4. The Executive Council shall, through the Secretary
of the Society, render to the Governor of the State, an annual
report of its transactions, published at the expense. of the
Society, which publication shall include such reports, addresses,
papers and such other matter as said Council shall deem
of value to agriculture and its allied branches.

SEC. 5. The Maryland Agricultural Society shall have power
to adopt and enforce any by-laws and rules not in conflict with
the Constitution and Laws of this State.

SEC. 6. And be it enacted, That this Act shall take effect
from the first day of June, 1916.

CHAPTER 676.

AN ACT to provide for the taxation of freight line companies.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That any person or persons, joint stock association or
corporation, wherever organized or incorporated, engaged in the
business of operating cars, or engaged in the business of furnish-
ing or leasing cars, not otherwise listed for taxation in Mary-
land, for the transportation of freight (whether such cars be
owned by such company or by any other person or company),
over any railway line or lines, in whole or in part within this
State, such line or lines not being owned, leased or operated by
such company, whether such cars be termed box, flat, coal, ore,
tank, stock, gondola, furniture or refrigerator, or by some other
name, shall be deemed a freight line company.
