thereof as shall be necessary, to pay for the property so ac-
quired and for the buildings and improvements to be erected
thereon.
SEC. 3. And be it enacted, That a Commission is hereby ap-
pointed to be composed by the members of the State Lunacy
Commission and of the Board of Public Works to make an in-
vestigation as to the amount necessary to purchase and as to
the advisability of purchasing from the County Commissioners
of Allegany County the county property aforesaid for the use
and maintenance of a State Hospital for Insane and Feeble
Minded persons in Western Maryland.
SEC. 4. And be it enacted, That this Act shall take effect
on the first day of June, 1916.

AN ACT to repeal Sections 67 and 71 of Article 91 of Bagby's
Annotated Code of Public Civil Laws, title "Surveyor and
State Survey, " sub-title "Public Roads, " and to re-enact
the same with amendments.
SECTION 1. Be it enacted by- the General Assembly of Mary-
land, That Sections 67 and 71 of Article 91 of Bagby's Anno-
tated Code of Public Civil Laws, title "Surveyor and State
Survey, " sub-title "Public Roads, " be, and the same is
hereby repealed and re-enacted, so as to read as follows:
SEC. 67. Whenever the owners of two-thirds of the front
feet of the lands binding upon any public road or section of
road, not less than one-half mile long, shall present a petition
to the County Commissioners of the county where such road or
section of road may be situated stating in said petition the de-
