SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the Mayor and City Council of Baltimore be and it
is hereby authorized to issue its stock to an amount not ex-
ceeding one million dollars, said stock to be issued from time
to time as the Mayor and City Council of Baltimore shall by
ordinance provide; and to be issued for such amounts and to
be payable at such time, and to bear such rate of interest as the
Mayor and City Council of Baltimore shall by ordinance pro-
vide; and the proceeds thereof to be used for the purpose of
acquiring, by purchase, condemnation or otherwise, land for
public school buildings, and of constructing and reconstructing
public school buildings; but said stock shall not be issued in
whole or in part unless the ordinance of the Mayor and City
Council of Baltimore, providing for the issuance thereof shall
be submitted to the legal voters of the City of Baltimore, at
such time and place as may be fixed by said ordinance, and be
approved by a majority of the votes cast at such time and place
as required by Section 7 of Article 11 of the Constitution of
Maryland.

CHAPTER 585.
Aw ACT to authorize and empower the Mayor and City Coun-
cil of Baltimore to issue its stock to an amount not exceed-
ing two million dollars ($2, 000, 000. 00) for the purpose of
defraying the costs and expenses of condemning, laying out,
opening, extending, widening, straightening, closing, grad-
ing, paving and curbing any street, avenue, lane or alley or
part thereof, in the annex portion of said city, and for es-
tablishing the building lines and the width of the sidewalks
on any street, avenue, lane or alley or part thereof in said
annex portion of the city; to authorize the submission of an
ordinance to that end to the legal voters of the City of Bal-
timore; to constitute the Commissioners for Opening Streets
a commission to carry out said work and defining the powers
and duties and the procedure of such commission, and pro-
viding also for the improvement of the sidewalks in said
annex portion of the city at the expense of the property
owners; and to authorize the Mayor and City Council of
Baltimore, by ordinance, to delegate to the Paving Commis-
sion of Baltimore City any or all of the duties and func-
tions of the Commission in this Act provided for.
