137. The state superintendent of schools shall certify to
the Comptroller, on or before the last day of December, Feb-
ruary, May and September, the amounts due on said dates to
the board of public school commissioners of the City of Balti-
more and to the county board of education of the several coun-
ties, on account of the part payment by the State of the salary
of county superintendents, and superintendent of schools of
Baltimore City, and one supervisor and one attendance officer
in the City of Baltimore and in each of the several counties.
The Comptroller shall on or before the first day of January,
March, June and October draw his warrant on the treasurer
of the State of Maryland for the respective amounts due the
City of Baltimore and the treasurer of the county boards of
education of the several counties. On the receipt of the war-
rant of the Comptroller, the Treasurer of the State of Mary-
land, shall immediately pay the respective amounts due the
City of Baltimore and the treasurer of the county boards of
education of the several counties.

138. After all deductions are made from the General State
School Fund as provided for in section 133 of this article, the
Comptroller shall apportion on or before the last day of Sep-
tember, the remainder of the General State School Fund of
each year to the several counties and the city of Baltimore, as
follows: Two-thirds shall be apportioned on the basis of the
population between the ages of six and fourteen years as given
by the latest available biennial school census required by sec-
tions 21B, 25M and 75 of this article; provided, that the lat-
est Federal Census shall be employed until the biennial school
census becomes available; and one-third shall be apportioned
upon the basis of the aggregate days of school attendance dur-
ing the preceding school year as certified to by the state super-
intendent of schools, provided that the attendance of pupils in a
state aided high schools shall not be counted in apportioning
the General State School Fund.

139. On or before the first day of January, March, June
and October, in each year, the treasurer of the state, upon the
warrant of the Comptroller, shall pay in the proportion re-
quired by section 138 of this article, after deductions are made
as provided in section 133 of this article, what remains from
the amount received to the credit of the General State School
Fund to the treasurer of the county boards of education of
the several counties and to the city of Baltimore. He shall
equalize, as far as may be possible, the sums to be paid on
