other schools as make application, through their respective
county superintendents, to receive said state aid. The state
superintendent of schools shall, on or before the last day of
September of each year, prepare a list of high schools, desig-
nating the group to which each belongs, the amount of said
state aid to which each is entitled, and to whom the same shall
be paid. The preparation of this list shall be based on in-
formation obtained through inspection, supervision, written
reports of the principal or county superintendent, or other re-
liable sources. He shall certify this list to the Comptroller
of the treasury, on or before the last day of September of
each year, and the Comptroller of the treasury shall issue
his warrant upon the treasurer of the State in equal quarterly
instalments in each and every year at the time when the Gen-
eral State School Fund is now, or may hereafter be, distributed,
payable to the order of the treasurers of the respective county
boards of education, or the board of commissioners of the pub-
lic schools of Baltimore City, for such sum or sums as they are
entitled to receive under the provisions of this article, and
shown by the certified list of high schools as aforesaid. Pro-
vided that any high school receiving state aid, under the pro-
visions of this article, shall forfeit its right to receive state
aid under the provisions of any other act or resolution of
the General Assembly of the State of Maryland. Provided,
further, that not more than one high school-shall be granted
state aid under the provisions of this article in the same vil-
lage, town or city, unless each additional high school has an
average daily attendance in excess of two hundred pupils; pro-
vided that this provision shall not affect the right of schools
on the approved list at the date of the passage of this act to
receive State aid.
128. Each county high school in the first group shall re-
ceive state aid on the basis of the cost of instruction, and in
the following manner: The sum of six hundred (600) dollars
on account of the principal, and the sum; of three hundred
(300) dollars on account of each of the first three assistants
employed for regular high school work; the sum of four hun-
dred (400) dollars on account of each of two special teachers,
who shall spend not less than two-fifths of their time in the
school; and the sum of one hundred (100) dollars on account
of each additional regular high school teacher, provided the
total amount does not exceed the sum of twenty-five hundred
(2500) dollars. In this Chapter the term "special teacher"
