962 LAWS OF MARYLAND.

second Tuesday in January, 1916, and on the same day every
two years thereafter, an election shall be held in said Section 3
of said Village of Chevy Chase for the election of five members,
each of whom shall be a resident registered and qualified voter,
to be and constitute said Chevy Chase Citizens' Committee for
said Section 3 for the ensuing two years and each of whom shall
take the oath above provided.

SEC. 4. And be it further enacted, That said Chevy Chase
Citizens' Committee of said Section 3, is empowered to grade,
pave, macadamize, or otherwise improve any existing dedicated
street, road or lane, or any county road, street or lane, which
has been, or which may be acquired and opened for public use,
but which is ungraded, unpaved or unimproved, and to lay side-
walks and curbs thereon; provided, That said Citizens' Commit-
tee, subject to the approval of the Board of County Commis-
sioners and after due publication thereof, shall have power to
assess the cost of said grading, paving, macadamizing, or im-
proving against the property abutting on said street, road, lane
or sidewalk, in proportion to the frontage of said abutting prop-
erty on the same. Said Citizens' Committee, subject to the ap-
proval of the said Board of County Commissioners, is also fur-
ther empowered, and after due public notice thereof, to acquire
by purchase, condemnation or otherwise, according to law, prop-
erty for sewerage disposal purposes of said Section 3 of said
village and to assess the cost of such property as it may so ac-
quire for sewerage disposal purposes, and the cost of the con-
struction of sewers and sewerage system, but not the mainten-
ance thereof, against the real estate using the same, or benefiting
thereby, in proportion to the frontage of said real estate abutting
on a street or streets, road or roads, lane or lanes, containing the
said sewerage system or any part thereof. All property acquired
by said Citizens' Committee under this Section shall be held
for the benefit of the citizens of said Section 3 of said village of
Chevy Chase. Any tax, so assessed, as above provided in this
Section, shall be payable to the county treasurer as follows: In
four equal semi-annual instalments, the first instalment thereof
to become due and payable within six months after the levy of
said special tax as above provided, and each of the other said
instalments within six months after the preceding one shall have
become due; each instalment of said tax shall become a lien
against said abutting property, and shall bear interest from the
date of levy thereof at the rate of six per cent, per annum until
paid; or said tax may be paid in full without interest during the
