the date thereof; which election shall be held on the first Mon-
day of May, 1914, or as soon thereafter as may be convenient;
(any vacancy in said Judges caused by death or otherwise to
be filled by the remaining Judges). At which election all
persons qualified as prescribed in Section 3 of this Act shall be
entitled to vote for five persons for Commissioners having the
necessary qualifications as herein prescribed. Such Judges of
Election shall, however, before opening the polls, take the oath
before some Justice of the Peace to permit every qualified voter
to vote, and none other, and a majority of said Judges shall have
power to do all things committed unto said Judges.

5. That the five Commissioners elected, shall within ten days
after their election meet and organize by choosing one of their
number to be president of the Board, and all vacancies occurring
in the board, either by death, removal from the town, resigna-
tion or refusal to act as Commissioners shall be filled by the re-
maining Commissioners, by electing some adult male citizen of
said town who possesses the required qualifications for being,
Commissioner, and he shall hold office for the unexpired term
for which he was elected until his successor is duly elected and.
qualified.

6. That the Commissioners shall meet in some convenient,
place in said town on every first Monday in the month of April,
July, October and January preceding their election, for the
transaction of their business as such Commissioners, and as.
much oftener as they shall deem necessary to the discharge of
their duties as such Commissioners.

7. That said Commissioners shall annually at least ten days
prior to holding an annual election, appoint three judges of
election, who shall conduct the elections according to the election
laws of the State of Maryland, except that the hours for holding-
the election shall be from two o'clock to four o'clock, P. M.,
except further that one of said judges may act as Clerk of said,
election, and except further, that no registration shall be re-
quired to entitle any adult male citizen offering to vote to have
his ballot received and counted; and except further, that the-
ballots used may be either written or printed, and as were used
for the election of County Officers prior to the adoption of the
"Australian System." The said judges of election shall care-
fully count all ballots cast, and shall certify over their proper
hands and seals, to the said Commissioner the result of said
election, and the five eligible persons receiving the greatest num-
