and machinery from taxation; provided further, that the County
Commissioners of any County shall by resolution determine by
a vote of its members whether there shall be in their respective
County the exemption of the tools, machinery, manufacturing
implements and engines of corporations, firms and individuals
actually engaged in manufacturing, and duly certified to the
State Tax Commissioner of Maryland; and the Mayor and City
Council of Baltimore shall by ordinance determine whether the
tools, machinery, manufacturing implements and engines of cor-
porations, firms and individuals actually engaged in manufac-
turing within the City of Baltimore shall be exempt from taxa-
tion ; and wherever no determination has been made and duly
certified to the State Tax Commissioner, then and in that case,
the tools, machinery, manufacturing implements and engines
of corporations, firms and individuals actually engaged in manu-
facturing, shall be required to pay all taxes assessed against said
property.
SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage, but shall not affect the
validity of any assessment to be levied prior to the year 1915.

CHAPTER 529.
AN ACT to repeal and re-enact with amendments Section 157-A
of Article 23 of the Code of Public General Laws, title "Cor-
porations," sub-title "Insurance Companies," as said Section
was enacted by the Acts of Nineteen Hundred and Eight,
Chapter Three Hundred and Twenty-two, Section One.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 157-A of Article 23 of the Code of Public
General Laws, title "Corporations," sub-title "Insurance Com-
panies," as said Section was enacted by the Acts of Nineteen
Hundred and Eight, Chapter Three Hundred and Twenty-two,
Section 1, be and the same is hereby repealed and re-enacted to
read as follows:
SEC. 157-A. All persons, individuals, firms, associations
and corporations obtaining insurance on property situate in this
State, (owned by individuals or firms resident in this State, or
corporations incorporated under the laws of this State), against
fire, lightning, or tornado, from companies, associations, firms
