such improvements, extensions, repairs and acquisition of land,
shall not receive the assent of a majority of the duly qualified
voters of the City, then no election shall again be held for that
particular purpose, but elections may thereafter be held for any
other purposes described in this Act, provided that the aggre-
gate of the bonds to be issued under this Act shall not exceed
the sum of one hundred thousand dollars.
SEC. 3. Be it enacted, That the Mayor and Aldermen of
Frederick, upon the approval by a majority of the qualified
voters of the City of Frederick for the issuance of bonds for any
of the purposes mentioned in this Act, is hereby authorized
and empowered to do all things necessary for the issuance of
any such bonds and their offering for sale under the most advan-
tageous conditions, is authorized and required to levy the neces-
sary taxes upon the taxable property of the corporation to pro-
vide for the payment of the interest on such bonds, to create a
sinking fund for their payment upon maturity, and is author-
ized to do all other things in connection with the issuance, sale
and payment of the bonds and interest thereon, and carrying
on the work and purchasing the land provided for under any
such ordinance, as may be necessary or proper, said bonds to be
issued in such manner, for such amounts, and to be payable at
such time, and to bear such rate of interest as the said The
Mayor and Aldermen of Frederick shall by ordinance provide.
The Mayor and Aldermen of Frederick may, in their discretion,
issue serial bonds, which shall be redeemable, fall due and ma-
ture in series or installments; and all bonds issued in pursu-
ance of this Act shall be exempt from county and municipal
taxation.
The provisions of this Act shall not limit the power of The
Mayor and Aldermen of Frederick to incur any indebtedness
for the improvement, repair or extension of its water system,
the building of reservoirs and acquiring title to land and adja-
cent to the water sheds of said Tuscarora and Fishing Creek,
which it now possesses under the provisions of law.
SEC. 4. Be it enacted, That this Act shall take effect from
the date of its passage.
