784 LAWS OF MARYLAND.

prior to the passage of this Act exist, nor any right or rights,
privilege or privileges, growing out of or incident to the same,
but all such rights, privileges, shall remain unimpaired and may
be enforced against the County Commissioners to the same ex-
tent as they could have been enforced against the Highways
Commission of Baltimore County; and all actions or rights of
action, contracts, rights or privileges, which have accrued or
might or could accrue to the said Highways Commission of Bal-
timore County prior to the passage of this Act, shall be vested
in the County Commissioners of Baltimore County, and all new
actions instituted in connection therewith shall be in the name
of the County Commissioners of Baltimore County, and all ex-
isting actions to which the Highways Commission of Baltimore
County may be a party may be amended by making the County
Commissioners of Baltimore County a party in the place and
stead of said Highways Commission.

SEC. 3. And be it further enacted, That when the word or
words or descriptive phrase "Board," "Commissioners" or
"County Commissioners" are used in this Act such phrase,
word or words shall be construed and taken to mean and refer
to the Board of County Commissioners of Baltimore County.

SEC. 4. And be it further enacted, That all Acts and parts
of Acts, laws and parts of laws, inconsistent herewith, be and
the same are hereby repealed to the extent of such inconsistency,

SEC. 5. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 466.

AN ACT to repeal Sections 305 to 320, inclusive, of Article 27
of the Code of Public General Laws of Maryland of 1888,
title "Crimes and Punishments," sub-title "III. Places of
Reformation and Punishments," sub-head "House of Cor-
rection" and all Sections, under said sub-head "House of
Correction" as the same now stand; and to repeal Sections
389 to 484, inclusive, of Article 27, of the Code of Public Gen-
eral Laws of Maryland of 1888, title "Crimes and Punish-
ments," sub-title "III. Places of Reformation and Punish-
ment, '' sub-head '' State Penitentiary'' and all Sections under
said sub-head '' State Penitentiary'' as the same now stand;
