or furnished in connection with any of their duties under this
Act for an amount exceeding two hundred dollars in amount,
without requiring the party contracting to do such work for
furnishing such material, to give a bond, with security, to be
approved by the said County Commissioners, for the proper
performance of such contract, and shall make no payments on
account of such contract, unless the Roads Engineer of the
County shall approve the same.
358. The County Commissioners of Baltimore County shall
have full power to agree and contract with owners of land
or materials, the use of which may be required in connection
with the opening of any new road, the construction or repair
of any bridge, the relocating, straightening or widening of any
road, the proper drainage of the roads of the County, or in
connection with any other of its duties under this Act, and if
they be unable for any reason to agree with the owners of any
such land or materials, the use of which is required for any
such purposes, and if other provisions of this Act shall not in
any such case be applicable or advisable under the circum-
stances, said County Commisioners of Baltimore County may
proceed to condemn the same under the provisions of the law
relative to condemnations by corporations, municipal or other-
wise, as fully as though they were the corporation named in the
several Sections of said laws.
359. In all cases where there is any growing timber, build-
ings, stone or other property of value, on any property dedi-
cated to the County by grant for good purposes, opened by
the County Commissioners of Baltimore County as a public road
as herein provided, or otherwise acquired by the said County
Commissioners for such purposes, such growing timber, build-
ings, stone or other property of value, shall be deemed and taken
to become and be the property of the said County Commission-
ers, to be used or disposed of for road purposes, unless the con-
trary shall be stipulated in the grant of the same, the return of
the examiners, the proceedings of condemnation, or by written
agreement of the said County Commissioners.
360. Any person having property or individual rights in-
volved, and feeling aggrieved by any final decision of the
County Commissioners of Baltimore County affecting such
rights, including their final decisions in all matters in this Act
specified, as well as all matters coming before said County Com-
missioners for determination, and not herein specifically enum-
erated, shall have the right to appeal from such final decision to
