for the payment of said bonds as same shall mature and for no
other purpose whatsoever.

SEC. 5. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 451.

AN ACT to add three additional Sections to be known as Sec-
tions 32, 33 and 34, the same to follow Section 31 of Article
31 of the Code of Public General Laws of Maryland, title
'' Debt-Public,'' to follow immediately after Section 31 and to
be known and numbered as Sections 32, 33 "and 34.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That three new Sections be added to Article 31 of the
Code of Public General Laws of Maryland, title "Debt-Public,"
to follow immediately after Section 31 and to be known and
numbered as Sections 32, 33 and 34 and to read as follows:

SEC. 32. An officer or agent of the State or any county, town-
ship or municipal corporation, who is charged or entrusted with
the construction, improvement, or keeping in repair of any
building or work of any kind, or with the management or pro-
viding for any public institution, shall not make any contract
binding or purporting to bind the State, or any county, town-
ship, or any municipal corporation, to pay any sum of money
not previously appropriated for the purpose for which such
contract is made, and remaining unexpended, and applicable
to such purpose, such officer or agent who wilfully or know-
ingly makes or participates in making a contract without such
appropriation or authority, shall be personally liable thereon,
and the State, county, township or municipal corporation in
whose name or behalf the same was made, shall be not liable
thereon.

SEC. 33. It shall be unlawful for the trustees, managers,
directors or superintendent of any of the public institutions of
the State of Maryland, to create a deficiency, incur a liability,
or to expend a greater sum of money than is appropriated by
the General Assembly of Maryland for the, use of such public
institution or department.

SEC. 34. Any officer enumerated in Section 32 of this Act
being found guilty of wilfully or knowingly creating a defi-
