SEC. 524-A. That it shall be the duty of the Board of County
School Commissioners for Montgomery County to keep sepa-
rately its funds for the maintenance of the Public Schools of
said County from those for new buildings and equipment, and
no funds levied for such maintenance shall be expended for
new buildings and equipment save and except any surplus
which may remain at the end of any school year after the pay-
ment of all obligations for such maintenance; and it shall be
the duty of said Board on or before the first day of June of
each year to submit to the County Commissioners of said Coun-
ty detailed sworn estimates of the expense of maintenance of
the public schools of said County for the school year beginning
on the first day of August next succeeding, and which estimate
shall include the estimated receipts from the Treasurer of the
State for general school purposes and separately on account of
each high school as well as the estimated total expense of main-
tenance of the high school department of each high school of said
County for such year; provided that a supplemental estimate
may be.submitted promptly after the June apportionment by
the Comptroller of the State.
SEC. 524-B. That in making its annual levy for public school
purposes, it shall be the duty of the County Commissioners of
Montgomery County to separately specify the sum to be used
for the maintenance of the public schools other than the high
school branch thereof, the maintenance of the high school de-
partment of schools containing such department, and the sum
to be used for new building, and equipment of the public
schools of said County; provided that the County Commission-
ers may levy a contingent fund which may be applied to main-
tenance, high schools, new buildings or equipment in the dis-
discretion of said Board of County School Commissioners for
Montgomery County; and provided further that it shall be
mandatory on the County Commissioners to levy for each school
year a sum which, together with the estimated State apportion-
ment therefor, will be sufficient to lawfully maintain the public
schools of said County other than high schools for the period
for which each class of said schools were conducted in the school
year ending July 31, 1913.
SEC. 526-A. That upon conviction for the violation by any
member or officer of said Board of County School Commissioners
of said Sections 524-A, and 524-B or Section 526 of this Chap-
ter shall be punished by fine of not less than five hundred dol-
lars nor more than one thousand dollars and removal from office.
