fied voters of said town whether or not the bond issue herein
provided for shall be made, which election shall be held under
the provisions of law now governing elections in said town, and
for the purpose of taking said vote there shall be printed on the
tickets to be voted at said election in one column the words
"FOR THE BOND ISSUE," and in another column the words
"AGAINST THE BOND ISSUE," and if a majority of the
legal and qualified voters shall vote in favor of said bond issue,
then the said Burgess and Commissioners shall issue said bonds,
and provide for the erection of said water works and said elec-
tric light, heat and power works, in conformity to the provi-
sions of this Act; but if the majority of the said legal and
qualified voters shall vote against the issue of said bonds, then
this Act shall be null and void. The Judges of Election at said
election shall at the close of the polls on said election day, cast
up the votes and make certificate of the same in the usual form,
and forward the said certificate and return of ballots to the
Clerk of the Court of Washington County, and upon receipt by
said Clerk of said certificate and ballots, he shall make procla-
mation of the result, by publication in one or more newspapers,
not exceeding two, published in said County.
SEC. 3. And be it enacted, That if the result of said elec-
tion shall be in favor of the said bond issue, the said Burgess
and Commissioners shall issue said bonds as hereinbefore pro-
vided, and use the proceeds of sale thereof for the purposes
hereinbefore set forth, and to that end the said Burgess and
Commissioners shall have full power and authority to contract
for, purchase in fee simple, or lease for a term of years, renew-
able at their pleasure, any land, real estate, spring, brook,
water or water course which they may deem necessary for the
purpose of erecting, constructing, maintaining and operating
their said water works and electric light works thereon, and of
supplying water and electricity as hereinbefore provided; and
they are hereby vested with all the rights and powers necessary
for the introduction of water and of establishing an electric
light, heat and power plant for said town, and of making all
contracts, and of employing such agents, servants and em-
ployees as they may deem necessary for the proper establish-
ment and working and operation of such water works and elec-
tric plant, and it is hereby expressly provided that the provi-
sions of Chapter 207 of the Acts of the General Assembly of
Maryland, passed at its January Session, 1900, with reference
to leases for a longer period than fifteen (15) years, be, and the
