374 LAWS OF MARYLAND.

providing for a Commission to operate the revenue producing
Utilities of Easton.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the following Sections be added to Article 21 of the
Code of Public Local Laws of Maryland, title "Talbot County"
sub-title "Easton," to be designated and numbered as Sections
97-EE, 97-FF, 97-GG, 97-HH, 97-II, 97-JJ, 97-KK, 97-LL and
97-MM.

97-EE. On or before April 15th, 1914, the Mayor shall by
and with the advice and consent of the Council appoint three
residents of the town of Easton to be known as The Easton
Utilities Commission, to operate, manage and maintain the muni-
.cipal sewerage system and water works and all or any other
revenue producing utilities which are now owned or may be
hereafter constructed or acquired by the town, to serve for one,
three and five years respectively, accounting from the first day
of April, 1914. They shall draw lots for the different terms,
the highest number to take the longest term and so on down to
the lowest. Their successors shall be appointed one every two
years, during the month of March, beginning with the year
1915, and whose term of office shall commence April 1st, fol-
lowing, to serve for six years; but if a vacancy shall occur at
any time by reason of death, resignation, removal from office
or otherwise, the vacancy shall be filled by the Mayor and
Council in the same way as provided for original appointment,
by the appointment of a suitable person to serve for the remain-
der of the term of the Commissioner by whose death, resigna-
tion or removal from office the vacancy was created. The Com-
mission so appointed shall have full charge of the operation,
management and maintenance of all revenue producing utilities
of the town of Easton, as aforesaid, including the power to
make contracts in the name of the Mayor and Council of Easton,
to sue in the name of the Mayor and Council of Easton for
the collection of any and all indebtedness which may be due
said Commission, or for the performance of contracts made
with the Commission; to purchase material, employ all such
assistants, skilled or unskilled, and labor as may be necessary
for the proper performance of the duties of this Commission,
and to fix their compensation; to make such rules and regula-
tions for the management of the various utilities under their
charge and for their own government as they may deem proper;
to make extensions, additions or improvements to the plants or
systems, provided the approval of the Mayor and Council shall
