missioners. The Burgess, by virtue of his office, shall be Presi-
dent of the Board of Commissioners and shall preside at all
meetings of said Board, and said Board shall meet in said town
on the first Monday in June succeeding their election, and at
least once in each alternate month thereafter. A majority of
the Board of Commissioners shall constitute a quorum, but a
smaller number may adjourn from day to day. The Burgess
may convene the Board of Commissioners whenever and as often
as in his opinion the interests of the town require their delibera-
tion, and whenever requested so to do by a majority of the
Commissioners. Said Board shall determine upon and settle
their rules of procedure. All ordinances and resolutions passed
by the Board shall be signed by the Burgess and attested by
the Clerk to the Board of Commissioners, and all meetings shall
be open to the public.
SEC. 8. Be it enacted, That the Burgess shall at the first
regular meeting of the Board of Commissioners, after their
election, and annually thereafter, appoint, subject to confirma-
tion by a majority of the Commissioners elected, a Treasurer,
who may be one of their members, and said Treasurer may be
required to give bond in such sum with such surety or sureties
as the Board of Commissioners shall by ordinance prescribe.
SEC. 9. Be it enacted, That the Burgess shall at the first
regular meeting of the Board of Commissioners, after their
election, and annually thereafter, appoint, subject to confirma-
tion by a majority of the Commissioners elected a clerk, who
may be one of their members, and who may be also appointed
Collector of Taxes, and they shall prescribe his duties and fix
his salary. The clerk shall keep a book or record of the pro-
ceedings, resolutions and ordinances of said corporation which
shall be open for the inspection of any person interested.
SEC. 10. Be it enacted, That the Burgess shall, at the first
regular meeting of the Board of Commissioners, after their
election, and annually thereafter, appoint, subject to confir-
mation by a majority of the Commissioners elected, a Bailiff,
who, within the limits of said corporation, and within one-half
mile beyond said limits, shall have all the police powers of
constables and deputy sheriffs of the State of Maryland, and it
shall be his duty to enforce the laws, by-laws and ordinances
of said corporation and the laws of the State of Maryland re-
lating to crimes and misdemeanors, committed within said boun-
daries. And the said Burgess and Commissioners ,or any of
them, shall have power to call upon any County constable, or
