courage the diffusion of knowledge and the extension of a judi-
cious system of general education; and

WHEREAS, Proper professional training of the teacher in the
public school system is the foundation of successful education
of the youth of our State; and

WHEREAS, In harmony with advanced theories, proven by ex-
perience, summer schools, institutes, associations and other as-
semblages of public school teachers for mutual help in methods
and for instruction in and the promotion of the science of teach-
ing are desirable and necessary; and

WHEREAS, The State of Maryland has not any available build-
ing on the Eastern Shore suitable for the accommodation of such
assemblages, either for present or future needs; and

WHEREAS, In order that the best attendance can be secured
and the best instructors and best results obtained, due consid-
eration should be given to the fact that such assemblages must
be held during the hot summer months, and that Ocean City,
Maryland's only seaside town, is an ideal place for such
meetings.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the President of the State Board of Education, the
State Superintendent of Public Education, the President and
County Superintendent of the Board of County School Com-
missioners of Worcester County, and a fifth person to be se-
lected by a majority of the four above-mentioned be and they
are created a Commission to be called the Ocean City School
Building Commission, to serve without further compensation.

SEC. 2. And be it further enacted, That the County Com-
missioners of Worcester County be and they are hereby author-
ized and directed to appropriate and levy for the purposes
hereinafter mentioned the sum of two thousand dollars for the
use of and subject to the order of the said Ocean City School
Building Commission in connection with the State appropria-
tion hereinafter made.

SEC. 3. And be it further enacted, That the sum of twenty
five thousand dollars be and the same is hereby appropriated
out of any money in the Treasury of the State of Maryland,
not otherwise appropriated, said sum to be used in connection
with the appropriation hereinbefore provided for by the County
Commissioners of Worcester County, in the erection and equip-
ment of a public school building at some suitable place in Ocean
