lanes and alleys of the City of Baltimore, both as to their con-
struction, paving and curbing. He shall construct all sewers,
unless otherwise provided by ordinance of the City Council or
Act of the Legislature. He shall be a civil engineer in the
active practice of his profession for five years, and one who has
had responsible charge of work for at least that length of time.
He shall perform all the duties heretofore performed by
the City Engineer, unless otherwise provided in this Arti-
cle. He shall receive a salary of forty-five hundred dol-
lars ($4,500.00) per annum, payable monthly, and perform
such other duties as may be prescribed by ordinances not in-
consistent with this Article. He shall have power to appoint
such subordinates as he may require, and fix their compensa-
tion, not, however, to exceed in number or compensation the
limits fixed by ordinance (provided, however, that nothing in
this Act contained shall be construed to in any wise impair or
modify the powers conferred upon the Sewerage Commission
created under the provisions of Chapter 349 of the Acts of
1904).

SEC. 2. And be it further enacted, That Section 86-A of
the Code of Public Local Laws of Maryland, Article 4, title
"City of Baltimore," sub-title "Charter," as the same was en-
acted by the Act of 1904, Chapter 294, be and it is hereby
repealed.

SEC. 3. And be it further enacted, That this Act shall take
effect from the date of its passege, but shall not affect the
powers, duties or compensation of the City Engineer until a
Chief Engineer of Baltimore shall have been appointed and
qualified hereunder.

CHAPTER 853.

AN ACT to repeal Section 678 of Article 4, entitled "City of
Baltimore," of the Code of Public Local Laws of Maryland,"
sub-title '' Liquors and Intoxicating Drinks,'' as the same was
re-enacted by Chapter 196 of the Acts of the General Assem-
bly of Maryland of 1908,and to re-enact the same with amend-
ments.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 678 of Article 4, entitled "City of Balti-
