1686 LAWS OF MARYLAND.

lar Policeman, Chief, Captain or Lieutenant shall have served
faithfully as a policeman of Hagerstown for not less than fif-
teen years or he shall have been permanently disabled in the
discharge of his duty as a policeman of Hagerstown and the
said Mayor and Council shall in all cases, before making such
retirement, procure and file among their records a certificate
signed by at least two reputable physicians of Hagerstown,
that the person proposed to be retired has been thoroughly ex-
amined by them, and that he is incapable of performing active
police duty and the said Mayor and Council shall have power
in their discretion, to require any regular Policeman, Chief,
Captain or Lieutenant retired as aforesaid to perform light
service in connection with the Police Department of Hagers-
town in or around the Headquarters of the Police Department
at such periods as the Mayor and Council may determine, pro-
vided that it shall be certified as aforesaid that such retired
Policeman, Chief, Captain or Lieutenant is capable of perform-
ing such service.

SEC. 5. And be it further enacted, That an election be held
on the fourth Monday in June in the year Nineteen Hundred
and Fourteen, and the said repeals and amendments and addi-
tions to the Charter of the City of Hagerstown, as hereinbefore
set forth, shall be submitted to the qualified voters of the City
of Hagerstown, Maryland, who shall cast their ballots marked
"For Amended Charter" or "Against Amended Charter," re-
spectively, as such voters shall desire to vote for or against
said repeals of and the amendments and additions to said Char-
ter of the City of Hagerstown, and the Mayor and Council shall
give not less than ten days' notice by publication in the daily
newspapers of the City of Hagerstown, before said election,
that the matters provided for in this Act will be submitted to
the voters of the City of Hagerstown for their approval or
disapproval.

SEC. 6. And be it further enacted, That if, at the election
to be held as aforesaid on the fourth Monday in June, in the
year Nineteen Hundred and Fourteen, a majority of the voters
in the City of Hagerstown then voting, shall cast their ballots
as aforesaid "For Amended Charter," and the Judges of said
Election shall have certified said results in the manner provided
by law, then, in such event, the Mayor of the City of Hagers-
town shall publish in two newspapers of the City of Hagers-
town his proclamation setting forth the result of said election
and the amendments and additions to the Charter of the City
