1684 LAWS OF MARYLAND.

SEC. 156-A. No person shall be eligible for the office of
Mayor or Councilman unless he shall be at least twenty-five
years of age, shall be a citizen of the United States, and shall
have been for five years next preceding the election a resident
of the area embraced within the corporate limits of the City
of Hagerstown at the time of the election. The Mayor shall
receive an annual salary of Eighteen Hundred Dollars payable
in equal monthly payments, and each Councilman shall receive
an annual salary of Fifteen Hundred Dollars payable in equal
monthly payments; and neither the Mayor nor Councilmen shall
receive any other fees or compensation whatever.

SEC. 158-A. The Mayor and Council are hereby authorized
and empowered to review and approve all Acts done by any
Councilman in his own department and to pass any order they
may deem necessary and proper as to the conduct or general
policy of management of any department of the City govern-
ment, and said order shall be binding on the Councilman of that
department. No contracts shall be entered into or Acts done
other than those contemplated by the ministerial discharge of
the duties of his position by any ofncer of the city unless the
same shall first have been sanctioned and approved by the Mayor
and Council.

SEC. 1591/2. The Commissioner of Streets shall have under
his charge the supervision of all public service corporations,
using the streets, alleys, avenues, public grounds and other
property of the City, except as herein otherwise provided, and
shall see that all contracts between the city and public service
corporations are strictly complied with; he shall have charge
of the streets, alleys, highways, lanes, squares, gutters, side-
walks, sewers, sanitary sewers, drains, water courses, culverts,
public buildings, public grounds and all other public property
of the City, and shall have supervision of all repairs thereof and
improvements thereto. He shall superintend all public improve-
ment of every kind, except as herein otherwise provided, and
shall see that, all contracts relating thereto are faithfully com-
plied with. He shall have supervision of the Market House and
of the Municipal Light Plant authorized by Chapter 75 of the
Acts of 1900. He shall keep accurate account of all moneys
expended by him, the discharge of the duties hereinbefore im-
posed upon him and make and submit a full and detailed state-
ment thereof to the Mayor and Council at its first meeting in
each and every month. And he shall perform such other duties
as may be imposed upon him by law or ordinance.
