32-B. Any minor being in possession of a cigarette or cigar-
ette paper and being, by any police officer, constable, juvenile
court officer, truant officer or teacher in any school asked where
and from whom such cigarette or cigarette paper was obtained,
who shall refuse to furnish such information, shall be guilty of a
misdemeanor, and upon conviction thereof before any alderman,
magistrate or justice of the peace, shall be sentenced to pay a
fine not less than five dollars nor more than ten dollars, and on
failure to pay the fine and costs of prosecution, shall be sen-
tenced to be confined in the jail of the proper county for a
period of not less than ten days or more than thirty days; pro-
vided, however, that nothing contained in this Act shall apply
to Baltimore City or any County in the State of Maryland ex-
cept Garrett County.

SEC. 2. All Acts and parts of Acts inconsistent with this Act
are hereby repealed, and this Act shall take effect from the
date of its passage.

CHAPTER 836.

AN ACT to revise the charter of Ellicott City by repealing Sec-
tions 49, 50, 51, 52, 53, 54, 55, 56, 56-A, 56-B, 56-C, 56-D,
56-E, 56-F, 57, 58, 59, 60, 61, 61-A, 61-B, 62, 63, 64, 65, 66,
67, 68, 69, 70, 71, 71-A, 17-B, 71-C, 72, 73, 74, 75, 76, 77, 78,
79, 80 and 81 of Article 14, Code of Public Local Laws of
Maryland, title "Howard County," sub-title "Ellicott City,"
and by further repealing the following Acts amending or en-
acting the said above mentioned Sections, namely: Chapter
152 of the Acts of 1892, Chapter 316 of the Acts of 1896,
Chapter 179 of the Acts of 1906, Chapter 419 of the Acts of
1908, Chapter 566 of the Acts of 1910, and Chapters 354 and
665 of the Acts of 1912; and by enacting as a substitute for
the said Sections and Acts so repealed the following fifty-
three new Sections of said Article 14, to be known as Sections
49, 50, 51, 52, 53, 54, 55, 56, 57, 58, 59, 60, 61, 62, 63, 64,
65, 66, 67, 68, 69, 70, 71, 72, 73, 74, 75, 76, 77, 78, 79, 80, 81,
81-A, 81-B, 81-C, 81-D, 81-E, 81-F, 81-G, 81-H, 81-I, 81-J,
81-K, 81-L, 81-M, 81-N, 81-0, 81-P, 81-Q, 81-R, 81-S, 81-T
and 81-U of said Article 14, title "Howard County," sub-
title " Ellicott City."
