fine the person so committed in the same manner as other pris-
oners, provided that any person so fined or committed to jail
shall have the right to take an appeal to the Circuit Court for
Ca'roline County within ten days from the date of trial and may
upon entering into his recognizance with sufficient surety for
his appearance to Court be released from legal custody.
SEC. 19. And be it further enacted, That said Commissioners
may, whenever they may deem it necessary, borrow money on
the credit of said town, by note or otherwise any amount they
may deem necessary, provided that said indebtedness, thus cre-
ated, shall not exceed at any time the sum of three thousand
dollars.
SEC. 20. And be it further enacted, That it shall be the duty
of the County Commissioners of Caroline County to pay
annually to the Commissioners of said town six per centum of
the taxes levied upon the property within the limits of said
Corporation, provided that said town shall not receive legs than
the sum of one hundred and twenty-five dollars, said sum shall
be used for the benefit of said town in such way as the Com-
missioners of said town may elect.
SEC. 21. And be it further enacted, That nothing in this
Act contained shall be construed to in any manner affect or
invalidate any contract or franchise entered into or granted by
the Commissioners of Preston, now in force, or any Act passed
at this Session of the Legislature or heretofore passed by the
Legislature authorizing the issuing of bonds or the borrowing
of money.
SEC. 22. And be it further enacted, That the books and ac-
counts of said Treasurer shall be audited on or before the 30th
day of June in each year, by a competent person or persons to
be appointed by the Commissioners of Preston, and at such other
time or times as they or a majority of them may deem proper
so to do.
SEC. 23. And be it further enacted, That they may at their
election appoint a suitable person to be Street Commissioner of
said town and fix his compensation, whose duty it shall be to
superintend the grading, paving, repaving, keeping in order
and opening of streets, lanes and alleys in said town and the
removing of obstructions therefrom, to take care of and pre-
serve the public squares and properties and preserve the health
and well-being of the inhabitants of the town, said Street Com-
missioner being hereby given all the police powers of constables
