places in said town or by advertisement in some newspaper
published in Caroline County. And whenever real estate is
sold as aforesaid the Treasurer or other person making such
sale shall report the same to the Circuit Court for Caroline
County which shall take and exercise jurisdiction over said sale
and cause such proceedings to be taken and had looking to the
ratification thereof as is or may be hereafter provided by law
for the ratification of tax sales in this State; provided, however,
that no sale of real estate as aforesaid shall be ratified to the pur-
chaser thereof, his heirs or assigns, if the person against whom the
said tax was assessed, his heirs or assigns shall within six months
after said sale pay into Court to be paid to the parties entitled
thereto all taxes, due at the time of said sale, together with a com-
mission of ten per cent, to the party making said sale and all
costs including an attorney's fee to the counsel to the Commis-
sioners of Preston, and interest to the purchaser on the amount
of the purchase price at the rate of ten per centum per annum.

SEC. 15. And be it further enacted, That the Commissioners
shall have power to purchase and hold real, personal and mixed
property for the use and benefit of said corporation, or the
recreation, entertainment and amusement of its citizens, and
may convey and dispose of the same or any part thereof, and to
receive property gift, devise or deed, in trust for any municipal
object. They shall have power to pass ordinances and by-laws
to prevent and remove nuisances and obstructions from the
streets, lanes and alleys, and from lots adjoining streets, lanes
and alleys and from any other place within the limits of
said town, and regulate and prohibit the excavation and open-
ing of streets and alleys and any work or anything being done
therein or thereon; and to maintain a jail or lock-up for the tem-
porary detention, when necessary, of persons who would be by
law liable to detention in the County jail; to restrain drunken-
ness, all disorderly annoyances or disorderly conduct; suppress
street walkers, bawdy houses and prevent gambling; prevent
the firing of cannons, guns, pistols, fire-crackers, fireworks or
other explosives within the corporate limits; suppress fire, and
prevent the danger thereof; establish or aid and assist the main-
tenances of a fire department; make or cause to be made and re-
paired, all necessary drains, sewers, culverts and bridges; for
controlling the erection and location of buildings, fences and
stock enclosures and to regulate the erection or repair of build-
ings and grant permits therefor, specifying the material of
which same shall be built and purposes for which same is to
