or of the Circuit Court of any County, may appeal to the
Court of Appeals of Maryland.
SEC. 19. And be it further enacted, That if any County,
municipality, water, sewerage or sanitary district, corporation,
company or institution, or officer thereof upon whom the duty
to act is cast, or any person, shall fail to comply with any order
of the State Board of Health before the expiration of the time
specified for compliance with said order, or in case of appeal
or appeals, for a period of ten days after final judgment affirm-
ing the Board's order shall have been entered, to obey said
order or in good faith to begin to obey the same; such County,
municipality, district, corporation, company or institution, or
officer thereof, or person, so failing shall become liable for and
forfeit to the State of Maryland a sum of not less than ten nor
more than five hundred dollars, with an extra fine of not less
than five nor more than fifty dollars per day for each day be-
yond the time limit that said order is not complied with. All
penalties are to be recovered by the State in civil action brought
by the State of Maryland, and such penalty when collected shall
be paid into the State Treasury.
SEC. 20. And be it further enacted, That the State Buard of
Health shall be empowered to employ and fix the compensation
of such experts, engineers, clerical and other assistants as it
may deem necessary to carry out the provisions of this Act.
Provided, however, that all the expenses, for salaries or other-
wise, incurred under the provisions of this Act shall not exceed
in the aggregate the amount appropriated by this Act.
SEC. 21. And be it further enacted, That for the purpose
of making effective the provisions of this Act, the sum of
$25,000, annually, or so much thereof as may be necessary, is
hereby appropriated, payable by the Treasurer of the State
upon the warrant of the Comptroller, at such times and in
such sums as may be authorized by the State Board of Health
upon presentation of the proper vouchers.
SEC. 22. And be it further enacted, That all Acts and parts
of Acts inconsistent with the provisions of this Act be and the
same are repealed.
SEC. 23. And be it further enacted, That this Act shall take
effect from and after the date of its passage.
