SEC. 171. And be it further enacted, That the Government
of said town shall be vested in and enforced by three Commis-
sioners who shall be elected by the inhabitants of said town
qualified to vote for delegates to the General Assembly; the eaid
Commissioners shall be at least twenty-five years of age and
payers of taxes on the assessed value of at lease five hundred
dollars worth of property, subject to municipal taxation and
shall have resided at least two years within said town. At the
election for Commissioners to be held in April, 1914, the Com-
missioner receiving the highest number of votes shall hold office
for a period of three years, the one receiving the next highest
number of votes shall hold office for a period of two years and
the one receiving the next highest number of votes shall hold
office for a period of one year, and if at said election there should
be a tie between two or more candidates with the highest number
of votes, the one to hold office for three years shall be publicly
determined by lot, after due notice to the parties interested, by
the judges of election; and if at said election there should be a
tie between two or more candidates with the next highest num-
ber of votes, the one to hold office for two years shall be publicly
determined by lot after due notice as aforesaid; and if at said
election there should be a tie between two or more candidates
with the next highest number of votes, the one to hold office for
one year shall be publicly determined by lot after due notice as
aforesaid. At the election to be held in April; 1915, there shall
be one Commissioner elected for a period of three years and
one Commissioner for a like period each year thereafter. Said
election shall be held annually on the fourth Monday of April
at such place in said town as shall be designated by the Com-
missioners between the hours of two and five o'clock P. M. The
Commissioners shall give at least two weeks' notice of the elec-
tion in one or more newspapers published in Caroline County,
and by such other means as they may elect; and they shall ap-
point three Judges of Election, the Judges shall keep a record
of the persons voting and the persons voted for and the persons
having the highest number of votes shall be declared duly
elected; the Judges of Election shall notify the persons elected
of their election, and the persons so elected shall severally hold
their respective offices from the second Monday of May next,
ensuing the election for and during the terms respectively of
three, two and one year, and until their successors shall be
elected and qualified. Said Judges shall conduct such election
in accordance with the ordinance prescribing same, which shall
require them to make return to the Commissioners and provide
