thereof; and also for the prevention, removal, or abatement of
nuisances; to prevent swine, geese, fowls and animals or stock
from going at large; apprehend and fine all tramps and vaga-
bonds; for controlling the erection and location of buildings,
fences, stock enclosures; and for prohibiting and controlling the
use of powder, fire-arms, fire crackers and other eplosives; for
the protection of public property, sidewalks, shade or orna-
mental trees from injury and obstructions; providing for the
paving of sidewalks, and assessing and taxing the expense
thereof, in whole or in part, upon the respective owners of the
property fronting thereon; for a license or tax on public exhibi-
tions and amusements of all kinds, billiards, pool or bagatelle
tables and tenpin alleys, and for the collection of the same; for
a tax on persons for each dog kept by them, and to cause any
dog to be killed; for the promotion of the morality, health, con-
venience and safety of the inhabitants of said town; and for the
opening, extending, repairing, improvement and the closing up
of streets, lanes, roads and alleys of said town; and all dam-
ages done and all benefits received by the opening, closing, ex-
tending or improving said streets, lanes, roads or alleys, shall
be determined and assessed by three disinterested persons, resi-
dents of said town, to be appointed by said commissioners, who
shall, within a reasonable time after notification of their ap-
pointment, take an oath before a justice of the peace for Caro-
line County, that they will faithfully, fairly and without par-
tiality or prejudice, Value and assess, in money, the loss and
damages to be suffered and incurred, as well as benefits to be re-
ceived by any person or persons interested in the property over,
through and near which the said street, lane, road or alley is to
be opened, closed, extended or improved, and they shall return
the same, in writing, under their hands and seals, with a certifi-
cate of their qualification, before a justice of the peace, as here-
inbefore provided, to the said Commissioners, which said valua-
tion and assessment shall be ratified or rejected by the said
Commissioners, as, in their judgment, may seem proper; and
if any person shall feel aggrieved by the determination of the
said commissioners in ratifying or rejecting said award or re-
turn, or in, the amount of compensation awarded, benefits as-
sessed, or in any matter relating to the same, he may appeal,
within sixty days of said ratification, to the Circuit Court for
Caroline County, and either party may be entitled to a trial by
jury; and the judgment of the said court shall be final among
the parties to such appeal; provided, that the person taking
such an appeal shall, within ten days, apply to said commis-
