same clean and free from snow and ice and other obstructions;
to regulate and prevent the throwing or depositing of sweep-
ings, dust, ashes, dirt, garbage, paper or any other material
into any street, sidewalk, alley, or other public place; to regu-
late, license, tax, restrain or prohibit theatrical or all other
exhibits, shows, or entertainments for which money is demanded
or received or to which an admission is charged; to license, tax,
regulate or prohibit the keeping or harboring of dogs; to
license, tax and regulate all inns, taverns, livery or sale stables,
hotels, restaurants or other places used or kept for public

entertainment.

SEC. 184-A11. The Mayor and Council shall not borrow
money, nor incur debts, nor issue bills or other securities of a
commercial character in excess in any one year, of the receipts
from the last annual levy, unless authorized to do so by Act

of the General Assembly of Maryland for some special purpose.

SEC. 184-A 12. The Mayor and Council shall have power to
grant franchises for the institution and erection of lighting
plants, either of electricity or gas, or other substance, with the
privilege of distributing the same by proper pipes and wires
or other means, and shall also have the power to grant fran-
chises for the institution of a system of water supply and for
any other public utilities necessary or advantageous for the
good of the Town of Midland. Any franchises granted by the
said Mayor and Council shall not exceed in duration twenty
years, and shall be subject to such qualifications and conditions
as the Mayor and Council may impose in said franchises; pro-
vided, always, that at the expiration of any franchises granted
by the Mayor and Council, the Mayor and Council shall have
the right to purchase the physical property connected there-
with and all belongings essential to the proper operation of the
utility at a cost not to exceed the cost of construction or dupli-
cation of the same plus ten per cent.; said cost or value shall
be determined by arbitrators, two of whom shall be selected
by the Mayor and Council of Midland and two of whom shall
be selected by the grantee or owner of said franchise, and in
case the four arbitrators so selected shall be unable to agree,
the said four arbitrators shall select a fifth arbitrator and the
award of a majority of the five arbitrators so selected shall be
binding on both parties, and any franchises granted by the
Mayor and Council of Midland shall be construed in law and
in equity to contain and to be accepted upon the above Condi-
tions. The said Mayor and Council may renew any franchises
