CHAPTER 95.
AN ACT to provide for the assessment of taxes in the Town of
Frostburg for Municipal Purposes.
SECTION 1. And be it enacted by the General Assembly of
Maryland, That the Mayor and Councilmen of Frostburg may,
from time to time, cause an assessment to be made of all prop-
erty, real and personal, in the Town by three persons appointed
by them, and may levy thereon a tax not exceeding in any one
year seventy-five cents on every hundred dollars' worth of
assessable property.
SEC. 2. And be it enacted, That not less than fifteen cents
of the said seventy cents shall be set aside and used for no
other purpose other than paying off the floating debt of the said
Town, until the whole of said debt is paid.
SEC. 3. And be it enacted, That before this Act shall be
effective it shall \receive a majority of the vote at the next
general' election held in said Town cast for and against this Act.
SEC. 4. And be it enacted, That all Acts or parts of Acts in
conflict with this Act is hereby repealed.

CHAPTER 96.
AN ACT to add a new Section to Article 22 of the Code of Public
Local Laws, title "Washington County," sub-title "Hagers-
town," to be known as Section 192-A, and to follow immedi-
ately after Section 192 of said Article and to read as follows:
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That a new Section be and the same is hereby added to
Article 22 of the Code of Public Local Laws, title "Washing-
ton County," sub-title "Hagerstown," to be known as Section
192-A, to follow immediately after Section 192 of said Article
and to read as follows:
SEC. 192-A. The Board of Street Commissioners are hereby
empowered and authorized, whenever in their discretion, the
efficiency of the Police Force of Hagerstown may require it, to
retire any regular Policeman, Chief, Captain or Lieutenant ap-
pointed by them, and to pay him for life a sum of money on
monthly installments, equal to one-half of the compensation
