lation shall exempt such common carrier from the liability
hereby imposed; provided that nothing herein shall deprive
any holder of such receipt of any remedy or right of action
which he may have under existing law. Any common carrier
issuing such receipt shall be entitled to recover from the per-
son, firm or corporation who may be responsible for such loss,
damage or injury, such amount as it may be required to pay
to the owners of such containers, as may be evidenced by any
receipt or judgment therefor. No common carrier shall charge
a greater rate where such receipts are issued than they would
otherwise be entitled to charge for the services performed.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

Approved April 13th, 1914.

CHAPTER 669.

AN ACT to repeal and re-enact with amendments Section 61 of

Article 27 of the Code of Public General Laws of Maryland,

entitled "Crimes and Punishments," sub-title "Cruelty to

Animals.''

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 61 of Article 27 of the Code of Public Gen-
eral Laws of Maryland, entitled, "Crimes and Punishments,"
sub-title "Cruetly to Animals," be and the same is hereby re-
pealed and re-enacted so as to read as follows:

SEC. 61. The justice of the peace before whom any party
accused shall be brought for his action under the provisions
of Sections 57 to 61 of Article 27 of the Code of Public General
Laws of Maryland, shall, before proceeding to try and determine
the case, inform such party of his or her right to a jury trial.

SEC. 2. And be it further enacted, That this Act shall take
effect from the date of its passage.

Approved April 13th, 1914.

CHAPTER 670.

AN ACT to add additional Sections to Article II of the Code of
Public Local Laws, title "Frederick County," sub-title
"Treasurer," to follow Section 451 1/2-A, and to be known as
Sections 451-C, 451-D, 451-E, 451-F, 451-G, 451-H, 451-I,
451-J and 451-K.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That the following new Sections to be known as Sections
