SEC. 2. And be it enacted, That the proceeds of the sale of
said property, in the discretion of the Board of County Com-
missioners, may be used for the purchase of other property in
said County, and the erection thereon of suitable buildings, if
such buildings are not already on the property so purchased,
for the care and maintenance of the needy poor of said County,
and any surplus that may remain after the purchase of the new
property shall be continued as the "Almshouse Fund" for the
care and maintenance of the needy poor of said County, the
said surplus to be invested in some interest-bearing securities,
in the discretion of the said Board of County Commissioners.
SEC. 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 651.
AN ACT to repeal and re-enact with amendments Section 126
of Article 77, of Bagby's Annotated Code of Public Civil
Laws of Maryland, entitled "Public Education," sub-title
"High Schools;" the same being designed to define high,
schools of the first and second group, and to prescribe mini-
mum salaries for the teachers thereof.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Section 126 of -Article 77, of Bagby's Annotated
Code of Public Civil Laws of Maryland, entitled "Public Edu-
cation," sub-title "High Schools," be and the same is hereby
repealed and re-enacted with amendments to read as follows:
126. For the encouragement of secondary education in Mary-
land, the State shall extend aid to such groups of high schools
as shall be herein designated and described, and in such amounts
and in such manner as shall hereinafter be set forth. All high
schools of the Counties of the State of Maryland receiving
State aid shall be arranged by the State Board of Education
into two groups, to be designated first group and second group,
according to the number of pupils enrolled, teachers employed
and years of instruction given. High schools of the first group
shall fulfill the following minimum requirements: (a) an en-
rollment of not less than eighty pupils; (b) employ not less
than four teachers for the regular high school work, exclusive of
instructors of special subjects named under (e); (c) four years'
