1074 LAWS OF MARYLAND.

ten days previous to such election, posted in five or more pub-
lic places in said town, explaining to the qualified voters the
question to be submitted, at which election the qualified voters
of Manchester shall determine by ballot whether the levying
of a tax hereinbefore provided shall become operative or not,
and at which election there shall be written or printed on the
ballots of said voters the words, "For the levying of a tax,"
and "Against the levying of a tax," and if a majority of the
ballots cast shall contain the words '' For the levying of a tax,''
then this Act shall become operative and binding, but if a ma-
majority of said ballots shall contain the words, "Against the
levying of a tax" then this Act shall be void and of no effect,
and the judges of said municipal election or a majority of them,
shall return to the Mayor of said town the numbers of ballots
cast "For levying of a tax'' and "Against the levying of a tax,"
respectively, and the said Mayor shall announce the result
thereof.

SEC. 3. And be it further enacted, That this Act shall take
effect from the date of its passage.

CHAPTER 629.

AN ACT to provide for the issuing of bonds by the Mayor and
Councilmen of Frostburg for the purposes of obtaining
an increased water supply for the citizens of Frostburg,
Maryland.

SECTION 1. Be it enacted by the General Assembly of Mary-
land, That for the purpose of furnishing the inhabitants of the
town of Frostburg, in Allegany County, with an increased and
enlarged water supply, the Mayor and Councilmen of said town
are hereby authorized and empowered to issue coupon bonds of
said town, in addition to what they have already issued, to an
amount not exceeding one hundred and twenty-five thousand
dollars, which said bonds shall be signed by the Mayor and Clerk
of said town, and attested with the corporate seal thereof, and
bear interest not exceeding five per centum per annum, payable
semi-annually, to be issued in denominations not exceeding five
hundred dollars, and to be payable at a time not exceeding
thirty years after their date, and redeemable at the pleasure of
the corporation at any time after five years from their date.
