which before the passage of this Act was repealable or revoc-
able; that this Act shall not impair, discharge or release any
contract, obligation, duty, liability or penalty whatever, now ex-
isting. All suits and actions, both civil and criminal, pending,
or which may hereafter be instituted, for causes of action now
existing or offenses already committed against any law or ordi-
nance repealed by this Act, shall be instituted, proceeded with
and prosecuted to final determination and judgment as if this
act had not been passed. No tax levied or any proceeding taken
for the collection of any such tax or the enforcement of the
payment of the same before the passage of this Act shall in
any manner be affected by the passage of this Act; provided,
that the mode of procedure may be in accordance with this
Act or the previously existing law. All ordinances of the Mayor
and Council of Salisbury now in force and not inconsistent with
this Act shall be and they are hereby continued in force until
changed or repealed, respectively, by the Mayor and Council
of Salisbury or by the General Assembly of Maryland. That
any proceedings instituted before the passage of this Act for
the purppse of condemnation of property shall not be affected in
any manner by this Act. All officers provided for or named
in the Charter of Salisbury or any amendments thereto, as it
now stands before the passage of this Act, whether by election
or appointment, shall continue to hold their respective offices
and exercise and discharge the duties and functions of their
respective offices until their successors, respectively, are duly
qualified, and nothing in this Act shall be construed to affect
the continuity of such offices nor the tenure of the officers.
SEC. 4. And be it enacted, That this Act shall take effect
on and after June 1st, 1914.

CHAPTER 621.
ACT to authorize and empower Rufus A. White and Oscar
W. Nelson to construct and erect a wharf or shell walk at and
adjoining the land belonging to the said Rufus A. White and
Oscar W. Nelson, on Middle Hoopers Island, in Dorchester
County, extending out into the Honga River.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Rufus A. White and Oscar W. Nelson of Hoopers
Island District, in Dorchester County, be and they are hereby
