SEC. 10. And be it enacted, Provided a majority of the quali-
fied voters participating in said special election shall vote "For
Public Utility Improvements," that this Act shall take effect
on the first day of August, 1914.

CHAPTER 603.
AN ACT to authorize and empower Henry I. Phillips to construct
in front of his property, on Upper Hooper's Island, in Dor-
chester County, Maryland, a wharf extending into the Honga
River.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Henry I. Phillips, of Hooper's Island, or District
No. 6, of Dorchester County, be and he is hereby authorized and
empowered to construct and erect a wharf on his property on
Upper Hooper's Island, in Dorchester County, said wharf to
extend into the Honga River, for a distance not exceeding Five
Hundred yards in length, and not to be of greater width than
thirty yards.
SECTION 2. And be it further enacted, That said wharf
when so constructed and erected shall be the property of the
said Henry I. Phillips, his heirs and assigns forever.
SECTION 3. And be it enacted, That this Act shall take effect
from the date of its passage.

CHAPTER 604.
AN ACT to repeal Chapter 288 of the Acts of 1904 of the General
Assembly of Maryland, entitled, "An Act to prohibit the issu-
ing of any license for the sale of spirituous or fermented
liquors or lager beer at any place in Petersville, District No.
12, in Frederick County, except in the village of Knoxville, in
said district and to prevent the sale of all kinds of intoxicating
drinks in the above described limits,'' and to re-enact the same
with amendments.
SECTION 1. Be it enacted by the General Assembly of Mary-
land, That Chapter 288 of the Acts of 1904 of the General As-
sembly of Maryland, entitled, '' An Act to prohibit the issuing of
