hundred dollars of such fund ; and the said Board
shall prescribe rules and regulations for the man-
agement and government of said schools, setting
forth the course of studies to be observed, the
character and kind of books to be used, and such
other rules as they may think proper ; and the
register of said Board shall furnish each teacher a
copy of said rules and regulations, and the said
Board shall withhold payment from any teacher
who wilfully refuses or neglects to observe the
same.

Sec. 3. That section sixty-two of said Article
be repealed, and the following enacted in lieu
thereof:

Repealed.

Sixty-two. It shall be the duty of the County
Commissioners annually to levy for the use of the
Public Schools the sum of seven hundred and fifty
dollars in payment of the interest on money bor-
rowed by the county from the school fund, as per
act of December session, eighteen hundred and
forty-five, chapter fifty-seven, and the County
Commissioners shall also annually levy for the use
of the schools the further sum of three hundred
dollars in payment of arrearages of interest due
from the county to the school fund, by reason of
the non-payment of such interest from eighteen
hundred and forty-five to eighteen hundred and
fifty-four, until such arrearages shall be liquida-
ted ; which levies shall not be charged upon tax
bills as school tax, but shall be included in the
county tax.

Sec. 4. That section sixty-eight of said Article
be repealed, and the following enacted in lieu
thereof :

Repealed.

Sixty-eight. The School Commissioners shall
receive the same compensation as that now allowed
by law to tho County Commissioners, to be levied
in the same manner, but no School Commissioner
shall be allowed for more than ten days service in
one year.

Sec. 5. That section sixty-nine of said Article
be repealed, and the following enacted in lieu
thereof:

Sixty-nine. The Board of Commissioners of Pub-
lic Schools shall arrange in tabular form a scale
