WHEREAS, The Secretary of the Treasury has re-
commended a tax of twenty cents per pound
upon leaf tobacco; and whereas, the propriety
of such tax is now under the consideration of
the appropriate Committees of Congress, and it
is highly important to the agricultural interests
of the State to know whether such tax is to be
imposed upon the leaf tobacco now in the hands
of the producers, or upon the crop grown after
the first day of January, eighteen hundred
and sixty-four; and whereas, such a tax upon
the leaf tobacco now in the hands of the producer
would amount to a confiscation of the same, and
be highly injurious to their interests, and if im-
posed upon the future growth of tobacco will be
equal to a prohibition upon the culture of the
same in Maryland, and highly destructive of
the tobacco trade of the city of Baltimore;
Resolved by the General Assembly of Maryland,
That our Senators and Representatives in Con-
gress be and they are hereby respectfully request-
ed to use their exertions to prevent the passage'of
any law imposing a tax upon leaf tobacco.
Resolved, That a copy of these resolutions be
transmitted to each of our Senators and Repre-
sentatives in Congress.
